As a construction supervisor, owner’s representative, it is a significant participant in the management of some of the Kingdom’s largest projects.  Their current division has 125 multi discipline design staff & 600 construction supervision staff. This division will need to consolidate its current market position while continuing to grow into additional areas and a more sustainable business model by adding capabilities that do not currently exist. Design Director (WESTERN/EUROPEAN CANDIDATE ONLY)

Qualification: B.E. (Civil/Structural) / Grad - Architecture or Equiv.

Age: 45 & above

Location: Riyadh in Saudi Arabia

Experience:

- Min 20 years of experience and presently in design engineering, construction and Business Management of high end civil construction covering signature buildings it also shall  include a good portion in international / trans-cultural management of engineering, architecture, construction management organizations
- The main goal of the Design Director will be to lead the development and creation of a long term sustainable full service Engineering & Architecture business unit. The Design Director must be able to think strategically and translate strategy into reality with the development of successful implementation tactics being a key skill. The successful candidate must demonstrate the ability to work closely with the Company’s Corporate Office consisting of Owner/CEO, COO, and CSO and also manage a multicultural work force, composed of individuals from a number of Western, European and Asian countries. Responsibilities:

- Manage with business sense' balanced and intelligent relationships within the company to promote the development of division while also supporting the development of other divisions.
- Develop simultaneously a stronger design business and a stronger supervision business while exploring new opportunities such as smart building technology, urban management, and other focus areas possible within the rapidly evolving Saudi market.
- Develop a strong organization with the right people in the right positions' including maximizing the use of local people with appropriate training. Maintain the organizational structure of the Division and make recommendations for improvement to the COO as appropriate
- Have in place Environmental' Health and Safety Compliance plans for all projects consistent with the requirements of any applicable laws or contractual obligations.
- Ensure that the ethics and values of company owner are institutionalized and practiced in the Division.
- Advising the Owner/CEO & COO with appropriate policies and strategies for the development of the company’s business, and then to implement these strategic plans and policies as approved by the Owner/CEO & COO
- Prepare and present to the COO proposed work programs and budgets.
- Manage the buying and disposing of assets, if appropriate, in strict line with policy set by the Owner/CEO & COO.
- Implement the decisions of the Owner/CEO & COO; make all expenditures necessary to carry out approved programs.
- Responsible within guidelines of the Owner/CEO & COO for prosecuting and defending any litigation or administrative proceedings arising out of operations.
- Develop annual budgets based on the framework of objectives and targets from COO.
- P&L responsibility including planning, managing and implementing measures to meet the objectives and annual budgetary targets.
- Review and approval of Project Performance Records and other aspects of the divisional monthly Finance Report prior to distribution.
- Attend routine monthly meetings with the President, COO and Senior Management members of other Divisions to review the Company’s business objectives, direction, Design Director Performance and future prospects.
- Establish salaries and benefits for all new employees and salary increments and benefit amendments for all employees within the budget and Company Policy, based upon their performance appraisals
- Conduct routine weekly meetings with all supervised staff to review the Company’s business objectives, direction, Design Director performance and future prospects.
- Act in other Management positions during absence from the office when requested.
 

Authority:

- Approval of all Departmental Policies, Procedures, Guidelines, Strategies and Plans.
- Review and approval of issues as defined in the latest Group Authority Mandate.
- Approval of office assignment to all supervised staff.
- Approval of annual performance appraisals
- Approval of the in house training and development of all staff.
- Approval of resources secondment between Divisions and external companies.
- Approval of formal warnings or letters of appreciation for any staff.
- Approval of financial penalties or performance bonus payments for any staff.

Reporting to: Chief Operating Officer

Reported By: Projects Manager, Design Managers, Business Development Mgrs and support function Managers (viz.Proposals, QA/QC, Finance and HR).

Responsibility:

• Capable of providing information throughout various proposals, engineering and construction phases to the proposal and project teams for all aspects of Process Engineering.

• Cabable of performing process simulations and develop Process Flow Diagrams (PFD’s) and Heat and Material Balances.

• Capable to prepare of piping and instrumentation diagrams (P&IDS), line list, process description  and provide required process parameters to other disciplines and develop sizing information for Process Equipment (compressors, pumps, heat exchangers, distillation columns, separators, reactors, etc.) and provide information in the form of equipment data sheets.

•  Assist in developing plant control philosophy and cause & effect diagram, Flare system analysis and final reporting including the sizing of the relief valves, inlet and outlet line sizing, design and sizing of safety relief valves, Battery Limit Lists including the line lists, equipment list, and initial instrument list.

• Periodically participate in HAZOP studies, perform hydraulic calculations, analysis the critical pipe routing.

•  Experienced in use and proper application of process simulators and assist and also provide process data for instruments to instrument discipline.

•  Review of vendor drawings and documents; prepare estimate of the required man-hrs for all proposals and major change orders of bid proposals.

Terms and Conditions:

Contract Period: Unlimited (Minimum 2Years)

Leave: 30 days leave after 12 months of continues service with one month basic salary.

1. A probationary period of employment shall apply for the first three months of the contract. Should either party find the basis of employment unacceptable then either party may have the right of immediate termination prior to the expiry of the three months period.
